Japan is well-known for its iconic sights like Mount Fuji, sushi, and gaming arcades. But to explore it fully, you need to understand its efficient Japan transportation system.
The Shinkansen, or bullet train, is a favourite among travellers, and many think the Japan Rail Pass is the only way to use it without first considering its value or alternatives.
Buying a JR Pass without proper research can skyrocket your Japan trip expenses.
On our 24-day trip, we used a 7-day JR Pass and saved about 40,000 yen per person.
In this guide, we’ll help you decide if the Japan Rail Pass suits your Japan itinerary and budget.

What is the Japan Rail Pass (JR Pass)?
The Japan Rail Pass is a special pass for tourists that covers most JR trains, including bullet trains (Shinkansen), local trains, some buses, and even ferries.
It’s offered by the Japan Railways Group (JR Group), which includes six Japanese railway network companies.
The pass gives you unlimited rides only on certain lines operated by the JR Group and a few other private companies.
However, it’s not a “one pass for all public transport in Japan.” For instance, the Nozomi and Mizuho Shinkansen lines aren’t covered by the JR Pass.
Some private lines, like the Kintetsu Railways (which we used from Kyoto to Nara), are also excluded. However, it does cover the Tokyo Monorail, a non-JR line.
I get it; it can be confusing to figure out which lines are covered by the JR Pass.

Who is Eligible to buy a J R Pass
The Japan Rail Pass is only for foreign tourists visiting Japan on a short-term Temporary Visitor (Tourist) visa.
It’s designed to help tourists travel Japan affordably, not for long-term residents or workers. So, if you’re in Japan on a work visa, you can’t get a JR Pass.
Different Types and Validity Periods
Japan Rail Pass types come in 7, 14, and 21-day options and two classes: Ordinary and Green.
Ordinary Class is the basic, more affordable option with standard seating and minimal amenities. It’s perfect for budget-conscious travellers – Japan is expensive for tarevllers.
Green Class is a first-class option that offers more comfort, additional amenities, and extra services, making it a great choice for those who want a luxurious and quieter experience during their travels.

The cost of the Japan Rail Pass vary depending on the duration (7, 14, or 21 days), the class you choose (Ordinary or Green), and the vendor you buy it from.

Is the Japan Rail Pass Worth It?
Now you know that JR Passes aren’t always budget-friendly, so you really need to think if buying one is worth it for your trip.
Not every traveller in Japan actually needs it. Just because you have a JR Pass doesn’t mean you can hop on any train, use any city subway, or ride any ferry.
There are lots of public transport lines in Japan that the JR Pass doesn’t cover, and you might need to use them.
Another mistake many tourists make is not thinking about the number of days they actually need the pass.
For example, if you’re in Japan for 14 days, you don’t necessarily need a JR Pass for all 14 days. A 7-day pass might be enough to cover the main parts of your trip!
On our 24-day trip to Japan, we bought just a 7-day Ordinary Pass and ended up saving about 40,000 yen on public transport. So, it’s all about planning wisely!
Plus, keep in mind that JR Pass cost has gone up! I bought mine at the end of 2022, a 7-day Ordinary Class pass was around $228 USD. But by October 2023, the cost had shot up by nearly 1.6 times!

We had to skip Shirakawago due to snow in Nagoya but later managed to visit from Nagano, thanks to our JR Pass covering the routes from Nagano to Kanazawa and Takaoka to Nagano.

What Does the Japan Rail Pass Cover?
The JR Pass covers all JR network trains, including express, fast, and local services, plus Shinkansen high-speed trains (except Nozomi and Mizuho).
It also works on the Tokyo Monorail, Yamanote line, Narita Express, and several regional lines.
Plus the JR-West Miyajima ferry from Hiroshima and local JR bus lines like JR Hokkaido and JR Tohoku.
Limitations – What’s Not Included
The Japan Rail Pass is not valid on Shinkansen operated by private companies, most local city buses such as those in Kyoto much of the Tokyo Metro, or express bus routes, even if they are run by JR Bus.
When should you purchase JR Pass?
Purchase a JR Pass if your planned route shows it will save you at least 20% compared to buying individual tickets for your travel between cities.
How to know if you need a J R Pass or not?
1) Plan Your Route : First things first, sketch out your Japan itinerary. Here’s what mine looked like:
- Tokyo: 7D,
- Kawaguchi: 2D,
- Kyoto: 5D,
- Osaka: 2D,
- Hiroshima: 2D,
- Nagoya: 1D,
- Nagano: 2D.
I also kept some day trips in mind, but didn’t set them in stone.
2) Check Your Travel Options – For each leg of your journey, look at your choices. using Japan Transit Planner App : Shinkansen (bullet train) , Regular JR trains, Buses, Other rail companies.
For example, I found that the bus was cheaper for getting from Tokyo to Fuji Five Lakes Area.
3. Don’t Always Go for the Bullet Train : The JR Pass covers the Shinkansen, but it’s not always the best choice.
Example Kyoto to Osaka : Kintetsu Limited Express costs 400 yen, 45 minutes | Shinkansen: 1,500 yen, 10 minutes
For short hops like this, skipping the bullet train saved me money.

5. Compare Costs: JR Pass vs. Individual Tickets
Let’s break it down with an example: Imagine you’re spending 2 weeks in Japan, covering Tokyo, Kyoto, and Osaka, and then returning to Tokyo airport to depart.
If you buy individual tickets for all these journeys on bullet trains (Tokyo-Kyoto-Osaka-Tokyo), it will cost about $220 USD.
Now, compare that to a 14-day Ordinary JR Pass, which costs around $590 USD. In this case, the JR Pass would be 2.8 times more expensive than buying separate tickets.
Even a 7-day pass at $350 USD wouldn’t be worth it. So, the JR Pass isn’t the best choice for you – Then you must go for alternatives, such as Regional Passes or individual tickets.
So in above case where you cover Tokyo, Kyoto, Osaka and a day trip to Deer Town Nara, Hokuriku Arch Pass is the best. It gives you unlimited travel in these places on JR Operated lines is a better option.
The cost of Hokuriku Arch Pass is about 205 USD, which is much lesser than a 7 day JR Pass.

When can I buy my JR Pass?
The JR Pass can only be purchased online before you travel to Japan. Plus, buying JR Pass is cheaper outside of Japan online than buying once you arrive in Japan.
Buy your JR Pass at least 20 days before your trip. This gives enough time for the “Exchange Order” to arrive at your home or your first hotel in Japan.
Remember, the Exchange Order is not the actual pass. You need to take it with you to Japan and swap it for the real pass at designated JR stations. You can buy it up to 6 months before your trip.
Step-by-Step Guide to Buy Japan Rail Pass.
Step 1 : Selecting an online agent
Various online agencies sell the JR Pass, but choosing an authorised dealer is best to avoid hassle. When selecting the right agent, consider the following:

We booked last minute and needed a reliable agency to send our exchange order to our first hotel in Tokyo instead of our home, and they were also cheaper than many other agents.
Step 2 : Select Your Pass Type:
Choose the JR Pass that fits your trip—7, 14, or 21 days—based on your itinerary and the costs you’ve calculated using the JR Fare Calculator. Pick between the Ordinary Pass (standard class, ideal for budget travellers) or the Green Pass (first class).
Step 3 : Fill in Your Details Carefully
Enter your name, passport number, and tentative travel dates carefully, as these details will be printed on the Exchange Order.
When exchanging it for the actual pass in Japan, the information will be checked against your passport.
Even a small mistake in spelling or date of birth can disqualify you from getting the JR Pass, with no refund!
Step 4 : Fill in the Delivery Address
Your Exchange Order will be sent by post or courier within 10 working days to the address you provide when buying from JR Pass Freedom to Explore.
If you’re purchasing it less than 10 days before departure ( across the globe), you can have it delivered to your hotel in Japan.
Just make sure to check with your hotel beforehand to confirm they’re okay with receiving your parcel.
Step 5: Complete Payment
Pay using your credit or debit card. Make sure to check for any additional fees or currency conversions your bank might charge.

Step 6: Receive Your Exchange Order
The agency will send you a “JR Pass Exchange Order” (not the actual pass) via post. Delivery usually takes 5–10 working days, depending on your location.
Step 7 : Getting J R Pass in Japan with Exchange Order
When you arrive in Japan, head to a main JR station with your Exchange Order, passport, and proof of a short-term visit (tourist visa stamp).
Submit the Exchange Order at the JR Rail Office, show your passport with Japan tourist visa stamp, and get your JR Pass.
Beware : Never lose your JR Pass—if you do, they will not issue a duplicate. Guard it with your life. It is just a thick paper, visiting card-sized pass that can fit in your waller.
Step 8 : Activate your JR Pass when you need it
You don’t need to activate your JR Pass as soon as you get it. You can choose a start date within 30 days of exchanging your voucher for the pass.
Activate your JR Pass on the first day of your main train travel in Japan—just pick a date that suits your itinerary best.
For example, we exchanged our voucher for the JR Pass on day 3 of our trip at Tokyo JR station but only activated it on day 14 when we travelled from Osaka to Hiroshima.
Activating a JR Pass simply means swiping it at the ticket barrier—that’s it! Just swipe when you enter a station and again when you exit.
Why was the Japan Rail Pass worth it for me?
The Japan Rail Pass turned out to be a great deal for my 24 days trip in Japan because I planned my itinerary to get the most value out of it.
I strategically grouped all my longer trips (over 300 km) within the same week to make the most of the 7-day JR Pass.
Plus, I made sure to use only the railway lines covered by the JR Pass only during the period when my pass was valid, which gave me unlimited and flexible travel options without overspending.
For instance, I scheduled my travel from Osaka to Hiroshima (300 km), then from Hiroshima to Nagoya (480 km), and finally from Nagoya to Nagano (280 km) all in one week.
I also added some day trips from Nagano to Shirakawago via Takaoka and Kanazawa during that time.
If I had bought individual tickets for these journeys, it would have cost me around $530 USD ( during 2022 December)—almost double the price of a 7-day JR Pass.
By aligning all the long trips within one week, I found that the 7-day pass was much more economical than a 14-day pass, saving me a lot of money.

Make Seat Reservations When Necessary: Reserve seats during busy times at any JR station 20 minutes before departure; it’s free with your Ordinary JR Pass.
Carrying Luggage on Shinkansen: Large luggage requires a seat reservation on the Shinkansen, which includes space for bags.
Use Luggage Forwarding Service: Forward your luggage to the next destination to avoid carrying heavy bags on trains.
Don’t buy food on trains: Purchase packed food including Sushi or Tamagoyaki from a konbini (convenience store) and grab coffee at Starbucks or other train station cafes. This will help you avoid the high cost of train food.
Wear comfortable footwear: No matter the season, wear comfortable footwear when travelling on public transport in Japan. Train and bus stations can be huge, and you may need to walk a lot.
Carry a scarf or shawl: Air-conditioned bullet trains can get chilly. Keep a shawl in summer and wear a jacket in winter to stay comfortable.
